You should be including this in your cbi.repo file:

gpgcheck=1
gpgkey=http://www.cs.wisc.edu/cbi/downloads/public-key.asc

Or better yet, distribute a cbi-release-<version>.rpm file, e.g.:

http://rpm.livna.org/livna-release-5.rpm

Which contains all the necessary configs, i.e.:
