If you're using CUPS, it has a local webserver that can let you do that
<http://localhost:631/>.

I think the program that pops up in the Gnome "notification area" in the
Gnome panel is called eggcups, but you don't call it directly.  Gnome
handles that itself, if you've got the notification area somewhere on
the panel.
