/usr/bin/system-control-network
I don't see it in the menu, but I had it on a gnome panel - and it is
still there and works fine.
I use it on my laptop because NetworkManager had a nasty habit of
dropping my wifi - which doesn't happen if I use "Network Device
Control" to manually switch between networks.

That's what I always do.
Keep /home as a separate partition.
tar up /etc and store it someplace safe.
After install, log in as root and add all UID/GID above 500 to the
passwd/group/shadow file - and you are golden (well, except for
re-installing stuff that didn't get installed with the fresh install)
