Tim, you're not listening.  It's not the distribution, it's the dm that isn't 
handling the possibility of changing.

You could be right about the starting point in installation, but since few of 
us try them all it's difficult to know.  All I can say is that I have done 
four installs in the last few weeks, using two different starting points, and 
have seen the locale, time-zone and keyboard options every time.
