The way to do it is put the UID 0 in /etc/passwd for each of those
users.

The sane reality is that you can easily boot to rescue mode and reset
the root password if you get hacked like that again.

The insane reality is that the more accounts you have with root
privileges  the more certain that eventually someone will hack the
system.
