iptables forwarding question

Ping and tracert only use ICMP they stay at the internet layer.  Your phone
will use UDP and therefore you will need a benchmark that gets to the
transport layer.

If it is at all possible try using tftp (not a typo T F T P) to transfer
files ~1mb

If it were only a router there would be no difference between pinging with a
packet the same size as your udp packets.  However, you are filtering and
that takes more time as each packet not only has to be recreated on the next
hop but analyzed on the first hop.
