According to ipw2200.sourceforge.net this issue can be caused by a 
timeout so I set my firmware time out to 100 as the specified and this 
problem still exists.  They state the only other reason for this is that 
the firmware can be in the wrong location.  If its not supposed to be in 
/lib/firmware and the directory /usr/lib/hotplug/* is non existent, what 
other place can I put these?
