mencoder could do it too. 
yum install mencoder (IIRC it's a independent rpm package from mplayer,
as mplayer-gui, etc)
Doc mencoder: mplayer man page (2nd half aprox), but it'd better html
docs:

file:///usr/share/doc/mplayer-docs-1.0/HTML/en/menc-feat-mpeg.html

more or less would be your path
