Rescue mode passwd:unable to stat pam

I upgraded FC2 to FC3 then I tried to login as a root, my  password does not
work anymore.
Then I used rescue mode with passwd command:
sh-3.0;       passwd
changing password for user root
passwd:unable to stat pam

How can I resolve this problem.
