Speed Problems with a VServer

I rent an VServer in the Internet and got some speed problems after a while.
It took 2-3 sec open a SSH-Shell.
It took 3-4 sec to send an E-Mail. It's impossible to send an Email with a big attachment.
Sometimes i got the feeling that all processes sleeping while they are useless and they to much time to wake up. Can I tweak the processes?
Anyone ideas?
