problem with ulimit

I'm trying to allow users on the machine to save core. I get the
following error:
-bash: ulimit: core file size: cannot modify limit: Operation not permitted
So I modified /etc/security/limits.conf by adding the following line:
* hard core 1000000
(also tried unlimited in the last field)
but it doesn't seem to make any difference. Am I getting the syntax wrong?
