rpm-build not making -debuginfo packages.

I can't seem to find any reference anywhere to "turning on" debuginfo
package generation when using rpmbuild.

My RHEL4 box at work makes them just fine, but uses an earlier version of
rpm, and I've got very used to using them when trying to hunt problems down
rather than having to force rebuilds with gcc -g.

I've tried putting %debug_package 1 into my .rpmmacros file but to no avail.
What's missing?!
