Yes it does. If you want designers to care about what you consider
design bugs you need to use the bug tracking system to provide detailed
input on it rather than send mails to user lists and expect the
developers to read that.

Decisions are never made arbitrarily. They are almost always driven by
real world considerations. Developers dont operate in silos. However it
is not possible to anticipate all the scenarios and hence specific
feedback mechanisms have been provided.

OEM copies of Fedora would have whatever the OEM vendors decide to
provide.
