The reason for this is that fetchmailconf requires tkinter, which at one 
point was dropped from the distribution, though it's back now. I suggest 
raising a bugzilla ticket on this to request that fetchmailconf be 
packaged again in Core. It just requires a one-line tweak to the 
fetchmail spec file to re-enable it.
