No, they are not gone.  I did a fresh FC5 install for a friend and
those items are all on the System menu.

They may well be different or missing if you log in via XDMCP or if
you don't have console permissions for whatever reason.  The OP wasn't
very specific and the confusing (as well as pissy) manner in which he
worded his post didn't leave me inclined to offer any help.
