I think grub makes the same assumption. Use the device.map file to get
grub to understand the BIOS ordering, e.g.:

# cat /boot/grub/device.map
(fd0)   /dev/fd0
(hd0)   /dev/sda
(hd1)   /dev/sdb
(hd2)   /dev/hdc
