Racism mean discriminating on the basis of race.  Not nationality.

Putting quotes around its definitiion doesn't change it.

Some people might but they would not be correct.  A systems admin
setting IT or network policies will probably be doing his job correctly,
and certainly is not a dictator.  If his policies are wrong, and their
is not a route for this to be corrected then the company has a problem
with its management structure.
