Eclipse-CDT 3.1.1 won't make a makefile

Thanks, Kim.  Just to clarify, the latest CDT version is 3.1.1 and
that's what we're shipping.  The Eclipse SDK (including the JDT, PDE,
and SWT) is 3.2.1.
