VNC problem - now more understood - but a solution?

If I recall correctly, when I was using Gnome on Core 4 I never had this 
problem either -- even with DPMS on and the Monitor off, and in 
powersave mode. Therefore, I suspect you are correct and this is KDE 
specific.
