controlling who can print

On my fedora core 5 box I have 6 accounts set up. One for me, one for
my wife, and one for each of my four children. I want to make it so
that the children can either not print at all, or that when they try
to print a "Please enter password" type of box pops up. The five year
old is going through a lot of paper and ink. :-)
Any ideas on how to go about this? I tried to just change the
permissions on /usr/bin/lp.cups but that didn't seem to do anything.
The printer is a printer running off a debian server in the basement,
it is using cups.
