I don't recall if CUPS-1.1.x can do this, but certainly 1.2.x has an
allow/deny list for users per-printer.  It can be set up using the
http://localhost:631/ interface.

Go to http://localhost:631/printers and click on 'Set Allowed Users'
next to each printer.
