why does "bind-config" update error keep re-occurring?

  from bugzilla, we have the reported yum update error regarding
"bind-config":

  what's annoying is that this error comes and goes on a regular
basis.  as of this morning, it's back for my FC5 system.  is there a
reason this hasn't been finally resolved?  why does it continually
disappear and re-appear?
