ntpd and kernel message set_rtc_mmss: can't update

What does "ntpq -p" show?  

A healthy ntp should show at least one ntp server with a "reach"
column of 377, a stratum (st) column of some low number (< 16).

That is a hint.  ntpdate can't find any servers.  That can be either
because no servers are listed in /etc/ntp/step-tickers or because they
are down or blocked by a firewall.
