yum upgrade FC5->FC6 issues

all removed without issue

libsepol-devel did not. Both yum remove and rpm -e say that the package 
does not exist. I did an rpm --rebuilddb to make sure things were in 
sync. the yum upgrade still lists it as an unsatisfied dependency.

Is there any way to say that I really do not have this?
