We have an error talking to the kernel ++ qos ++ u32

I'm a nubee to qos and I get the following error

[root bws ~]# ./shaper.sh
RTNETLINK answers: Invalid argument
We have an error talking to the kernel

when I add the following line

/sbin/tc filter add dev $PUINT protocol ip parent 1:0 pref 0 u32

I'm using Fedora Core 5 64bit
