When on the command line and logged in as root user the following
command should tell you:
rpm -qa | grep fedora-release
If that returns nothing then you have to manually download the
fedora-release package (and possible the fedora-release-notes package)
for the version of Fedora that you have installed.

What version of Fedora do you have installed?
Was there some steps that you did previously that might have caused
packages to go missing?
