Anaconda's behavior hasn't changed, it never installed new packages when
doing an "upgrade". It is one of the reasons a fresh install is generally
recommended.
Consistency is a good thing and I understand the philosophy. Granted,
being an early adopter is laden with pitfalls. I do also agree that
this should be noted as a "Common Issue."
Hopefully, the "Bugzilla Bug 212507: yum-updatesd auto update feature
is broken" at https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=212507
issue will also get resolved soon. Even with now knowing to do a
manual yum install of yum-updatesd and yum-utils, updates aren't
working yet.
In the meantime, I plan to go back to launching a cron job every night
and watch for new news.
