You may find Gnome Accessibility helpful for this. 
Please see the GNOME Accessibility Guide (at

section titled "Configuring the Desktop for Accessible Login" at
http://www.gnome.org/learn/access-guide/latest/sysadmin-27.html

The Gnome Onscreen Keyboard application is what you need -- GOK. The
Gnome Accessibility features provide a mechanism to activate this for
GDM.
