You could use consolehelper, which is what many of the fedora
system-config- programs use.  What program are you looking to run?
And if it's a command line program, why not use sudo or su?

If you plan to prompt the user for the root password, they can already
just use that to su to root and run the program.

If you use sudo, you don't have to give the user the root password,
you just edit the /etc/sudoers file to allow them to run the
particular command(s) you want and they enter their own password to
run them.
