Sendmail has died

You don't have permission to the sendmail.pid file, so the service command
doesn't know what PID sendmail is.  However, it does know there is a
sendmail.pid file.  It is probably interpreting the "Permission denied" as
an inability to find the right process, leading to the "dead but sybsys
locked" error.

As root you do have permission.
