As I understand things, rawhide and FxTy issues go to fedora test list
(FTL) until the day of release. Then the new release issues move here,
and rawhide issues stay on FTL.

After a release, you can reasonably expect that FxTy issues will be
greeted with, "Upgrade to the new release!", i.e. test spins are
deader than a lawyer's ethics.
