This is exactly what happened to me, in FC 5. I had to reinstall the OS, 
and I thought it would be smart to run

$yum upgrade

which was not smart at all. After that there were several problems, 
including the one you describe. It seems that I miscalculated the effect 
of this grossly, I must have installed some incompatibilities in the system.
Question is, have you done any upgrades or updates after installing FC 7?

To get rid of this printer problem I reinstalled FC 5 again, and now I 
run the Software Updater in KDE. I obviously got a more handpicked list 
of updates, and after accepting it, the printer still worked, and so far 
I have seen no problems.
I have not yet found out what is meant by "the printer list", where it 
is supposed to be located and what it contains.
Perhaps someone could shed light on that?
NB! My cupsd and cups-config-daemon were running at the time, it just 
did not respond to any printing commands, or configuring efforts.
