Why cant I make my laptop ethernet cards recognise 10Mbs?

We've a short length that goes through open air between buildings, about
two metres, and a long length that goes around under cover at roof
level.  During lightning storms one of our switches goes nuts.

I had thought of replacing it with STP to see if that was better, but
I've yet to see anywhere local flogging STP cabling off.  I don't like
the idea of wireless, there's the lack of security issues, and just
plain bad reception.  

Fibre optics is an expensive alternative to cabling through harsh
conditions.
