If your system beeper goes through your soundcard, then there's a volume
control for that.  But if your beeper goes directly to its own speaker,
most likely you cannot control the volume.

In the latter case, it'd be quite unlikely for you to be able to adjust
volume before an OS had started, but post boot there's a possibility to
program what is done for a beep.
