MS-DOS or Windows filesystems (vfat, ntfs, smbfs, cifs, iso9660, udf) need iocharset for non-ASCII, codepage is needed for vfat and smbfs.
Iocharset  should be the same as character set of your locale.
Codepage should be set to codepage number used under MS-DOS in the country.
