How to do a rpm database recovery.

I've experienced this type of problem once with yum. It completed the 
install and afterward showed the same packages available. This was with 
test. I could not reproduce the failure though.

I did not see database corruption though with this error.

Bug report opened up, then closed since problem was one time incident.

Others gave clues to how to repair the rpm database.
