Samba, connection is slow but copying files is fast.

If the OP's Linksys router is similar to mine there is nothing wrong
with its operation. The router firmware does not allow fixing an IP to
a MAC. To add that functionality the OP can use thirdparty firmware
such as DD-WRT or OpenWRT.
