/etc/security/console.apps/foobar: syntax? FALLBACK=?

	Hi Rob,

		I think these three files only handle the console
programs they're named after. 

> 
>  halt
>  poweroff
>  reboot

		If you're looking to change the behavior of the Desktop
environment of the graphical login, the settings you want are else
where. I don't know where though. Others may want to toss a clue-bat in
my direction if I'm wrong about all this, though. Also, there's another
problem with your idea. 
		I imagine you would be removing the shutdown/restart
commands in the display manager for *everybody*. At the point when you
are in the display manager, the system doesn't know whether you're are
root or a normal user. You would however, still have the ability to
shutdown/reboot if you are logged in as root.
		Soor about all this,
