Unless we're talking about different mkpasswd's, it's in the expect
package in F7 (and was in previous releases as well).

# querying F7
$ rpm -qf $(which mkpasswd)
expect-5.43.0-8.i386

# querying FC6
$ rpm -qf --dbpath /mnt/zod/var/lib/rpm/ $(which mkpasswd)
expect-5.43.0-5.1.i386
