The fedora-release package has the right set of repo files for Fedora 7.
 Download it by hand from here

wget
http://mirror.hiwaay.net/pub/fedora/linux/releases/7/Fedora/i386/os/Fedora/fedora-release-7-3.noarch.rpm

and try to install it.
