Me thinks you are missing the point:
It is lawful for sites in the US to provide pointers to sites hosting
software which is lawful to distribute in the US. With RH being a US
based enterprise, RH/Fedora can not provide such pointers, no matter
what the causes are for why certain SW is being "outlawed in the US".
