When a console user logs in they are given the ownership of various
devices that are associated with the console (eg the CDROM drive)
The file /etc/security/console.perms and the contents
of /etc/security/console.perms.d provide the settings to use (on old
systems there is no console.perms.d and it was a single file)
If its an update of a box whose console.perms was edited in the past you
may have a console.perms.rpmnew file you need to drop over console.perms
(or merge with it)
