Well, since the SSH daemon is extremely picky about the permissions it
wants, you might try setting it to 644 instead.
You don't need authorized_keys2 to log in; you only need it if you
want to log in without a password. That is the preferred (more secure)
option. First, though, see if you can log in without it by giving a
password.
putty should have a verbose mode for debugging. If not, try logging in
from another user on the same machine with the -v option.
Check to see that your sshd_config allows root to log in. Or try login
in as a non-root user first.
