gstreamer key import hangup

following the steps outlined
on http://gstreamer.freedesktop.org/download/fedora5.html
( the recommended page for fedora =>5)
as root, works fine until i get to:
rpm --import thomas.pubkey
at which iget the 
"cannot get exclusive lock on /var/lib/rpm/Packages"
warning.

i checked for yum.pid, etc. but no luck.
turned off yum-updatesd. still no go.
selinux troubleshooter is silent on this.

is there something i'm missing?
