F7: this is a feature or a bug?

Please, someone can tell me what's happened if you press the power
button when F7 is active in init 3 mode?

(init 3, NOT in init 5!)

This action in Fc[1-6] and F7test2 run the poweroff command and shutdown
the server.

In F7 (also in F7rc[12]) nothing happened.

Is this a new feature? ... or a bug?
