When you use yumes and check repos it shoul enable it; this was my
experience, otherwise yumex is not working.....anyway this is also my
yumex.conf file...:

[yumex]
autorefresh = yes
filelists = no
recentdays = 14
autocleanup = yes
proxy =
exclude =
debug = no
mirrordetection = default
nofastestmirror = 0
