FC7 adding unneccesary mailboxes in /var/mail

It's not a *big* issue.   None of those "users" will actually receive
mail [1], so they should not have mailboxes.  I checked some other
boxes: centos 4 and 5, fc6 and fc2 and did not see that behavior.

BZ time, or is there some rationale for "ntp" potentially getting mail?

[1] cat /etc/aliases and it looks like most or all of these unused
mailboxes are FWed to root.
