Is "xorg-x11-dev" missing in Fedora 7? (needed for a Pyraf installation)

Trying to build Pyraf on a Fedora 7 i686 32-bit system
Almost there, but i get the following error in the build:

Is this because I am missing xorg-x11-dev?
Any ideas how to get around problem?
