problem getting xoops cms to work on my Fedora 7 server

Does the grant all command need to give all grants then to every database?  I can't really seem to understand the syntax.  What I want is for webmin and xoops to have access to the databases.  Webmin can add databases and drop them and Xoops need them to work.  Can you give me a clearer example?

Well, that makes the situation more clear just give permission to do that:
(and test if the password and user connects successfull as I wrote in the 
other email)

mysql> grant all on whatever.* to ’whateve’@’localhost’ identified 
by ’whatever’;
