release versions of security updates

Hi,

let's take openoffice as an example:

There were plenty of security issues with openoffice the last days.
As a consequence openoffice.org released version 2.2.1 with many fixes.

Fedora released a patched version of openoffice-2.2.0 today.

Why is it easier for the fedora project to patch an old release and 
release this version with the old version number instead of compiling 
the new OO release and update to version 2.2.1?

I agree, that a jump from firefox 1.5.x to 2.0.x affects the 
functionality of the system, in the case of OO it was only a bugfix release!

What's the reason?
